Wolf Administration Announces More Than $7 Million for Affordable Housing in 13 Counties

Governor Tom Wolf announced more than $7 million through the HOME Investment Partnerships Program (HOME) to support affordable housing in Bedford, Butler, Clinton, Columbia, Fayette, Franklin, Greene, Lawrence, Luzerne, Mercer, Northumberland, Schuylkill, and Tioga counties.
“The HOME program supports the state’s ability to provide safe, affordable housing for low-income Pennsylvanians through new construction or the rehabilitation of blighted properties for rental housing, first-time home buyers, owner-occupied spaces, and single-family affordable housing,” said Gov. Wolf. “Everyone deserves a safe, up-to-code, and accessible space to call home, and this grant funding supplies that while simultaneously revitalizing communities with new homeowner and renter opportunities.”
Broad Top Township was awarded $500,000 to support the collaborative rehabilitation/conversion of the old Defiance Elementary School with the Center for Community Action (CCA). The project will support the rehab of eight units of senior affordable rental housing and the building will meet Americans with Disabilities Act access code requirements.
Butler County was awarded $500,000 to rehabilitate nine owner-occupied homes. The contract will be administered by the Housing & Redevelopment Authority of Butler County (RABC).
The City of Lock Haven was awarded $500,000 to rehabilitate nine owner-occupied homes to be administered by third party provider SEDA-Council of Governments (SEDA-COG).
The Town of Bloomsburg was awarded $500,000 to rehabilitate nine owner-occupied homes to be administered by SEDA-COG.
Fayette County was awarded $500,000 to rehabilitate 15 owner-occupied homes within the county. Fayette’s Market Analysis reports that 64.7% of Fayette housing units are over fifty years old, and that roughly 50% of those units are in substandard or poor condition. The grant administrator will be the Fayette County Redevelopment Authority.
Franklin County was awarded $100,000 in Community Housing Development Organization (CHDO) operating funds to support Luminest, Inc., a DCED-certified CHDO. Luminest’s status as a Certified DCED CHDO is current, as they are serving as the developer for a HOME-funded First-Time Homebuyer project in Waynesboro, Franklin County, that began in June of 2020.
Greene County was awarded $500,000 to rehabilitate 11 owner-occupied homes. Per Greene County’s 2014 Housing Market Study, only 8% of houses in Greene County were built after 2009, and only 1% were built post-2010. The grant administrator will be Greene County.
The City of New Castle was awarded $750,000 to rehabilitate 18 owner-occupied homes to be administered by third party provider Lawrence County Community Action Partnership (LCCAP).
Lawrence County was awarded $500,000 to rehabilitate 12 owner-occupied homes with grant administration by third party provider LCCAP. Eligibility will be owner-occupied homes deferred from the county’s weatherization assistance program due to deficient code/property standards. After a property is rehabilitated using HOME funding, the property will receive weatherization assistance.
Ellwood City Borough was awarded $500,000 to rehabilitate 12 owner-occupied homes with the grant administered by third party provider LCCAP.
The City of Pittston was awarded $300,000 to rehabilitate up to 14 owner-occupied homes. While the whole of Pittston is not considered low-income, certain block groups within the city are composed of at least 51% of low- to moderate-income persons, and 16.3% of the city’s population is over the age of 65, and 19.4% are disabled.
Sharpsville Borough was awarded $350,000 to rehabilitate 12 owner-occupied homes to be administered by third party provider LCCAP. Sharpsville Borough has received HOME funding since 2002 to assist low to moderate income (LMI) homeowners and address issues with the borough’s aged housing stock.
The City of Shamokin was awarded $500,000 to rehabilitate nine owner-occupied homes to be administered by third party provider SEDA-COG. The city’s LMI population of 52.16% qualifies the city as an LMI community with housing stock built prior to 1940 being significant at 65.6%.
Schuylkill County was awarded $374,180 to rehabilitate 10 owner-occupied homes. Schuylkill County Commissioners have an agreement with Schuylkill Community Action (SCA) to administer HOME funds to support an existing owner-occupied housing (EOOH) program throughout the county.
The City of Pottsville was awarded $500,000 to rehabilitate 10 owner-occupied homes and the city has an agreement with Schuylkill Community Action (SCA) to administer the funds for an EOOH program throughout Pottsville.
Tioga County was awarded $300,000 for the rehabilitation of five owner-occupied homes. The Tioga and Bradford Housing Authority will serve as the grant administrator. Eight of the county’s 39 township and municipalities meet or exceed 51% LMI population. The impact from Marcellus Shale has increased demand for rental and temporary housing but not home ownership.
The HOME program provides federal funding to assist municipalities and local governments in expanding and preserving a supply of affordable housing for low and very low-income Pennsylvanians. HOME funds can be used in a variety of ways to address critical housing needs, including market-oriented approaches that offer opportunities such as homeownership or rental activities to revitalize communities with new investment. HOME program funds are provided to DCED from the U.S. Department of Housing and Urban Development (HUD) through the annual entitlement appropriation process.
